Why some states are missing
Connecticut, Maine, Maryland, Massachusetts, New Jersey, New York, North Carolina, North Dakota, Pennsylvania, Vermont, Washington and West Virginia do not allow car title loans under state law. In Alaska, the law allows them only in limited forms, so that state is left off this list too.
